The problem is caused by the automated generation of the secure_auth _keys in WordPress’s config.php file. The algorithm allows for singe-quotes to be a part of the string unatrually breaking the process. The fix is to edit the config.php file, identify where, on the indicated line, the random character string got stopped with a single quote and clear it up so that it is a natural PHP expression.
